The National Action Plan develops technological solutions that enable substantial upscaling and cost reduction of fuel cell production.

In addition, key elements or process steps and essential sensitivities of fuel cell production are qualified in such a way that the feasibility of mass production in industrial series is demonstrated. The target groups are companies of various sizes that represent the value chain of fuel cell production and close it down to the system environment of the application in load mobility, as well as the mechanical and plant engineering required for this.

The foundation is formed by 19 Fraunhofer institutes in a total of 9 German states, which use their research competencies and infrastructures as well as local networks to develop new manufacturing solutions in regional technology hubs. These are integrated into the four technology alliances: R2MEA, R2HP, HP2BPP, ST2P and specifically strengthened with the inclusion of currently emerging state and federal initiatives. The superordinate NEXUS network: ViR also enables the synergetic combination in a virtual reference architecture for fuel cell production on the basis of the digital images of the developed production solutions.
