With the publishing of the new guide: ‘HyExperts – successfully developing regional hydrogen projects’, NOW GmbH provides municipal authorities, companies and regions valuable support in developing a regional hydrogen economy on behalf of the Federal Ministry for Digital and Transport (BMDV).
The guide is based on the findings of 28 HyExpert studies that were conducted as part of the ‘HyLand – hydrogen regions in Germany’ competition. Through the HyLand programme, the BMDV has been funding the initiation, development and implementation of regional hydrogen value chains within the National Innovation Programme for Hydrogen and Fuel Cell Technology (NIP) since 2019.
Practical knowledge – from potential analysis to implementation
The guide consolidates the extensive knowledge of the HyExpert regions and outlines practical methods, checklists and best practices. It serves as a reference work and supports stakeholders in analysing regional potential for hydrogen, developing concepts and successfully implementing specific projects.
Guide contents:
- Potential analysis: methods for assessing hydrogen generation and supply
- Concept development: guidelines for planning H₂ infrastructure and use of hydrogen in transport
- Regulation: overview of approval procedures and legal framework conditions
- Funding opportunities: information on programmes and funding advice
The approaches and examples provided are based on concrete experiences from HyExpert projects. The goal is to make knowledge and tried-and-tested methods available to other regions, thus supporting the development of additional regional hydrogen ecosystems.
H2 regions as a blueprint for the future

About HyLand – Hydrogen regions in Germany
‘HyLand – hydrogen regions in Germany’ is a competition launched by the Federal Ministry for Digital and Transport (BMDV) in 2019 to motivate stakeholders in all regions across Germany to initiate, plan and implement hydrogen concepts. Across two competition rounds, regions were supported through a tri-phase approach from networking (HyStarter) to conceptualisation (HyExperts) to implementation through specific procurement measures (HyPerformer). The goal of the competition is to identify and support the most innovative and promising regional concepts. 53 regions have been selected so far for support in setting up regionally integrated hydrogen ecosystems. Many regions have submitted final reports and feasibility studies and are about to enter the next stage of development. In the future, networking and knowledge transfer will be focussed upon to develop regional hydrogen value chains.
