The National Centre for Charging Infrastructure, operating under the umbrella of NOW GmbH, is launching a new online offering called “AusbauMONITORING”. It provides detailed data on publicly accessible charging infrastructure that can be accessed and evaluated via an interactive dashboard.

What is the status of local charging infrastructure expansion? How do different regions compare across Germany? What is the utilisation rate of publicly accessible charging points? And what about competition and the spectrum of providers? – As of today, all these questions can be answered with the help of the new AusbauMONITORING tool for all 400 districts and self-governing cities. It allows for the early detection of gaps in coverage and potential for improvement in the publicly accessible charging infrastructure. This makes it possible to take efficient and targeted expansion measures more easily.

With the implementation and publication of AusbauMONITORING, which was developed on behalf of the Federal Ministry for Digital and Transport, the National Centre for Charging Infrastructure is completing measure 6 ‘Monitoring Concept’ of the federal government’s ‘Charging Infrastructure Master Plan II’.

The core element of AusbauMONITORING is an analysis of regional demand coverage. For each rural or urban district, the currently installed charging capacity of publicly accessible charging stations is compared with the calculated demand for public charging capacity. This makes it possible to see immediately whether demand coverage for the respective district is currently considered likely, possible or uncertain.

Johannes Pallasch, Head and Spokesperson of the National Centre for Charging Infrastructure at NOW GmbH, classifies some of the key findings of AusbauMONITORING: “Germany is already very well positioned in terms of publicly accessible charging infrastructure. However, a glance at the ranking in the report also shows that, particularly in many urban areas, demand is comparatively low, and the average utilisation of charging points is particularly high. That is why we provide local authorities with a wide range of information and support services, including tools and guides specifically aimed at a municipal target group. After all, local stakeholders have the decisive leverage to initiate or promote the expansion of charging infrastructure.”

To gain a better overall impression of the publicly accessible charging infrastructure, the target vs. actual comparison is accompanied by further regional indicators. These include key figures on the utilisation of charging points, market concentration (dominant operators) and registered vehicles. These further indicators are also analysed at the national level, differentiating between local and long-distance transport. In addition, the AusbauMONITORING tool shows the extent to which the targets set by the EU AFIR (Alternative Fuels Infrastructure Regulation) for the expansion of the charging infrastructure have been met. It shows both the achievement of the fleet-based targets and the distance-based requirements for the Trans-European Transport Networks (TEN-T). The installed charging capacities indicated in AusbauMONITORING are calculated on a charging station basis in accordance with AFIR.

The AusbauMONITORING tool consists of an interactive dashboard and a report in PDF format, which present the information in differing formats. The dashboard presents the results in the form of graphics, tables and illustrative maps. Filter options allow individual districts and urban districts to be analysed in more detail. In addition to explanations of the nationwide indicators, the report contains factsheets for each rural and urban district. The analysis results of the regional demand coverage as well as the accompanying regional indicators are presented here in a bundled form. Both the dashboard and the report are continuously updated.
