Funding for Hydrogen and Fuel Cells

This funding is where we get our name. NOW GmbH has been supporting the comprehensive program since its inception. It is aimed at research and development and, since its continuation in 2016, also at projects and ventures that support market launch. The goals of the National Innovation Program Hydrogen and Fuel Cell Technology (NIP) are ultimately nothing less than climate protection and quality of life.

In order to accelerate the achievement of market maturity of hydrogen and fuel cell technologies in various fields of application, the federal government, the states, industry and science initiated the National Innovation Program Hydrogen and Fuel Cell Technology (NIP) in 2006, which was designed for ten years with a financial volume of 1.4 billion euros. In September 2016, the Federal Cabinet adopted the government program Hydrogen and Fuel Cell Technology for the period from 2016 to 2026. This marked the start of the second phase of the successful NIP (NIP II). The continuation of the interdepartmental program ensures continuity for research and development and promotes market activation through corresponding product developments.

The Federal Ministry of Transport (BMV, formerly BMDV) is continuing its funding of hydrogen and fuel cell technology in the field of applied research and development as part of the Federal Government’s 7th Energy Research Program. Since 2016, the BMWK has also been funding stationary fuel cell heating systems in the power class from 0.25 to 5.0 kWel (electrical power) with the KfW program “Energy-Efficient Construction and Renovation – Subsidy Fuel Cell” (program number 433). Funding is provided for new and existing residential and non-residential buildings.

The Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN, formerly BMUV) and the Federal Ministry for Research, Technology and Aerospace (BMFTR, formerly BMBF) are, as during the first phase of the NIP, actively involved in the strategic development of the NIP via the structures of NOW GmbH. The National Hydrogen Strategy presented in 2020 assigns the NIP the role of a central measure for implementing the National Hydrogen Strategy in the transport sector. In addition to market activation and research and development, the focus in this context should be primarily on further promoting the development of hydrogen regions within the framework of the HyLand Initiative.

 

Components in the NIP

The NIP consists of the funding guideline for measures for research, development and innovation and the funding guideline for measures for market activation.

An important pillar of the NIP is the promotion of research, development and innovation. In principle, the areas of application of the NIP are broad and include R&D topics in the field of vehicles and infrastructure for road traffic, rail, shipping and aviation, as well as intralogistics. In the implementation of the individual measures, it is important to ensure that the actors are networked across industry sectors, e.g. within the framework of innovation clusters, so that overarching issues can be addressed jointly. In accordance with the industrial policy character of the NIP, the individual measures should aim to build and strengthen value creation in Germany and Europe in the technology field of hydrogen and fuel cells – this requires an internationally competitive supplier industry, in particular for key components such as fuel cell stacks or tank systems. In addition to the funding of research and development projects, the focus of program implementation since July 2020 has also been on supporting feasibility studies.

Currently (09/03/2024), it is not possible to submit funding proposals within the framework of the funding guideline for research, development and innovation of NIP II. An adaptation of the previous funding guideline based on the amended AGVO and an extension of this is being implemented, with publication planned for the second half of 2024.

For the submission of outlines in the updated funding guideline, the intention is to switch to targeted calls for funding in the future. However, due to the continuing tight budget situation, a call for funding is not expected to be issued in 2024.
