The course is geared primarily towards tenants, owners as well as other actors in the housing sector, such as property managers. The focus of the three course modules comprise the following questions: How can charging stations be integrated into existing buildings and new builds? And how can all project participants work together successfully to this end?
Among other things, the course highlights which legal issues must be clarified before charging stations can be installed in multi-unit buildings and what rights and obligations owners, tenants as well as property managers have. The most important public law requirements are explained – from building law to energy and tax law. The course provides a concise overview of the technical basics of charging electric vehicles. The role of a load management system is explained in order to optimally use available power, as well as what must be considered when connecting to the electrical grid. It also clarifies how billing can be organised for several user groups. Other topics include the construction and safety requirements for charging facilities in apartment buildings, e.g. fire safety and accessibility.

Publicly accessible charging infrastructure in residential areas must also continue to be expanded in parallel for all those without their own parking space.”
The new LadeLernTOOL course ‘Charging in apartment buildings’ can help homeowners associations to prepare for a new funding programme by the Federal Ministry of Transport (BMV) for existing apartment buildings. The course is based on the guide entitled ‘Simple charging at apartment buildings’. The National Centre for Charging Infrastructure published the guide in June of 2025.
The LadeLernTOOL is free to use following a short registration process. Users can acquire knowledge on the topic of charging infrastructure development and consolidate it through practical exercises. Together with the StandortTOOL, the FlächenTOOL and the new MasterplanTOOL, the LadeLernTOOL belongs to the four central tools of the TOOLBox, which helps municipalities to expand their charging infrastructure in a tailored and data-rooted manner. All TOOLs are provided by the National Centre for Charging Infrastructure under the umbrella of NOW GmbH.

On behalf of the Federal Ministry of Transport (BMV) and under the umbrella of the federally-owned NOW GmbH, the National Centre for Charging Infrastructure has been coordinating and planning activities for the expansion of the charging infrastructure in Germany since 2019. The Centre supports the planning, implementation and promoting of charging infrastructure. It collects relevant data to better understand the demand for charging stations. It connects all key players and shares its knowledge, while always keeping its users in mind.
