The “WEGweiser” is aimed at homeowners’ associations (WEG – Wohningseigentümergemeinschafften) and explains step by step what needs to be considered, from planning and installation to commissioning and billing for charging infrastructure. The “WEGweiser” also provides targeted support to WEGs in preparing for the planned subsidy programme of the Federal Ministry of Transport (BMV) for existing multi-dwelling buildings.
Johannes Pallasch, Head and Spokesperson of the National Centre for Charging Infrastructure under the umbrella of NOW GmbH: “In order for electric mobility to become part of everyday life for more and more people, charging must be made possible in their own residential environment for a growing group of users. In multi-dwelling buildings in particular, the installation of charging solutions requires early planning and clear decisions by the condominium owners’ associations. With our new ‘WEGweiser’ guide, we are providing concrete guidance for this. WEGs should already be considering the necessary steps to benefit from the planned BMV funding.”
In multi-dwelling buildings, there are often organisational and structural challenges when it comes to electrifying parking spaces. The new “WEGweiser” provides practical support to WEGs in setting up charging infrastructure and preparing for the BMV’s planned “Charging Infrastructure in and around Multi-dwelling Buildings” (“Ladeinfrastruktur in und an Mehrparteienhäusern”) programme, which will be specifically aimed at homeowners’ associations. The focus is on the electrification of several parking spaces in a residential building.
The ‘WEGweiser’ guide provides detailed guidance through the process in eight steps: from strategic goal setting and needs assessment to the owners’ assembly and decision-making to the operation of the charging infrastructure. For each step, it specifies what needs to be done, who is responsible and what legal basis and liability issues need to be considered. Important information on preparing for the support programme is presented in a clear manner.
The ‘WEGweiser’ is based on the comprehensive ‘Easy charging in multi-dwelling buildings’ (‘Einfach laden an Mehrparteienhäusern’) guideline, which provides further information on legal and technical issues relating to charging in shared residential buildings. It is aimed at owners, tenants and property managers and was published in June 2025 by the National Centre for Charging Infrastructure.

On behalf of the Federal Ministry of Transport, the National Centre for Charging Infrastructure has been coordinating and supporting activities to expand the charging infrastructure in Germany since 2019 under the umbrella of the federally owned NOW GmbH. It provides support in planning, implementing and promoting charging infrastructure. It collects relevant data to better understand the demand for charging stations. It connects all key players and shares its knowledge. And always keeps the users firmly in mind.
