Schnieder: 500 million euros for charging infrastructure at apartment buildings

From now on, the Federal Ministry of Transport (BMV) is supporting the development of charging infrastructure at apartment buildings through a new funding programme. The BMV is specifically targeting existing buildings to facilitate access to charging infrastructure at the around 9 million parking spaces not located on public roads.

The procurement and installation of private charging infrastructure, e.g. wall boxes as well as the necessary technical equipment. Connection to the grid or required building works are also eligible for funding. The calls for proposals will be published today and applications may be submitted from 15 April 2026.

Federal Transport Minister Patrick Schnieder: “The switch to electric vehicles often fails not because of a lack of willingness, but rather because of an absence of charging options at home. A large proportion of people in Germany in particular, live in apartment buildings – but the associated parking spaces are insufficiently serviced with charging infrastructure. We are now changing this with our funding in the amount of 500 million euros. We are making investments in private charging considerably more appealing and bringing infrastructure to places where it is needed. Electric mobility only succeeds if it can be used in everyday life.”

Overview of funding cornerstones

The funding programme is subdivided in three simultaneously running funding calls for various eligible applicants:

  1. Home owners associations (Wohnungseigentümergemeinschaften – WEGs),
  2. Small- and medium-sized businesses (SMEs) and private owners of residential properties for rent and
  3. Housing companies and property firms with a large housing portfolio.

A total funding amount of up to 500 million euros is available. The charging capacity per charging point must have a maximum limit of 22 kW. Those interested can submit their application for funding from 15 April 2026.

The applications for the first two recipient groups will be processed directly upon receipt. If the application is approved, the funding will be granted in the form of a fixed amount. Applications can be submitted until 10 November 2026.

Funding to companies with a large housing portfolio will be awarded on the basis of a competitive process. Applications can be submitted until 15 October 2026. Approval ensues following completion of the competitive process.

The new funding programme focusses on the electrification of a larger building stock. One condition for receipt of funding is that at least 20 per cent of existing parking spaces of a residential apartment block must be pre-wired. In addition, at least six parking spaces in or beside an apartment building must always be electrified.

The subsidy amount per electrified parking space is:

  • A maximum of 1,300 euros without an installed wallbox,
  • A maximum of 1,500 euros with a wallbox or
  • A maximum of 2,000 euros with a charging point that supports bidirectional charging.

The National Centre for Charging Infrastructure, which since 2020, plans and supports activities for expanding charging infrastructure in Germany on behalf of the BMV and under the umbrella of the federally-owned NOW GmbH, is responsible for the new funding programme in terms of content.

Dagmar Fehler, CEO and Spokesperson of NOW: “In Germany, there are around 21 million apartments in multi-unit buildings and almost 9 million attached parking spaces – which represents huge potential for expanding private charging infrastructure. Because charging at home is especially favoured, the BMV is putting its funding focus here. The National Centre for Charging Infrastructure provides technical and organisational support for the funding programme – from development through to practical implementation.”

The new funding programme heralds the implementation of the 3rd measure of the Charging Infrastructure Master Plan 2030 (‘Charging infrastructure in apartment buildings), that was adopted by the federal cabinet in November 2025. With the financial support of the BMV, the measure aims to increase owners’/owner associations’ willingness to invest and accelerate the development of charging options.

Applications are to be made through the project management agency PricewaterhouseCoopers GmbH. The project management agency has set up a digital application portal for the entire process, which provides not just the application form, but also comprehensive information and guidance.
